Shanghai import and export permit application is essential for those wish to trade in the city. The Chinese government places complex inspection and certification requirements on the import of goods. Certain goods need to be inspected upon arrival or be accompanied by formal certification recognized by the Chinese government.
Types of Import & Export Operation Qualification
According to the commercial department, import & export operation qualification of local company can be divided into foreign trade circulation operation and manufacturing corporate self-trading import & export qualification. Business scope are shown as follows:
1. Foreign trade circulation operation qualification
Import and export all kinds of commodities and technologies (without attachment of commodity list), with exception of commodity and technology trading restricted and prohibited by government.
2. Manufacturing company owns import & export qualification of self-trading
Export business of self manufacturing products and import business of mechanical equivalents, installation kits, raw materials for corporate (without attachment of commodity list), with exception of commodity and technology trading restricted and prohibited by government.
After acquiring the qualification, companies own the right of doing import & export business freely with different trading form as statutory regulations within Chinese customs area according to the business scope.
Application Requirements
1. Requirements on applying for foreign trade circulation operation qualification
(1) Enterprises mainly engage in commodity circulating commercial and trading business; registered capital must be 1 million RMB at least.
(2) Register in ICAB and obtain business license;
(3) Register in tax bureau and pay tax in accordance with law;
(4) The legal representative is not in the position of a legal representative or principal of a corporate which has been revoked import & export operation qualification within 3 years.
2. Requirements on applying for self-trading manufacturing corporate import & export qualification
(1) Enterprises mainly engage in manufacturing and production (including institutes), registered capital must be 500,000RMB at least;
(2) Register in ICAB and obtain business license;
(3) Register in Tax bureau and pay tax in accordance with law;
(4) The legal representative is not in the position of a legal representative or principal of a corporate which has been revoked import & export business qualification within 3 years.
3. All local companies in Shanghai Pudong New District and Shanghai Waigaoqiao Free Trade Zone as well as those within Shanghai are complementing unified standards.
Materials to be Collected after Application
1. Record registration;
2. Registration certificate of import & export;
3. Verification sheet and directory card;
4. Electronic port operation card and legal representative card;
5. Card reader.
