Hong Kong, Macao and Taiwan residents are allowed to apply for mainland residence permits to bring convenience to their work, study and life in the mainland according to the new regulation. A document issued at a press conference held by the State Council Information Office 16 August said the regulation, to be promulgated by the State Council General Office, will take effect from September 1.
Conditions on Applicant
Hong Kong, Macao and Taiwan residents who live in the Chinese mainland for longer than half a year and have a legitimate and stable job, residence or continuous studying experience can voluntarily apply for the permits.
Hong Kong, Macao and Taiwan residents who are under the age of 18 can apply for the permits via their guardians.
When applying for the permits, applicants should carry mainland travel permit cards and related materials, including their address and employment documents, to local public security bureaus. They will receive a mainland residence permit in 20 working days, and the time can be extended to no more than 30 working days in remote places.
Information on Mainland Residence Permit
Each residence permit is valid for five years. The permit contains the owner’s name, gender, birth date, residence address, ID numbers, photo, fingerprint information, term of validity, issuing authority, issue date and travel permit number.
The address codes for ID numbers are 81000 for Hong Kong, 82000 for Macao and 83000 for Taiwan.

With a residence permit, residents from Hong Kong, Macao, and Taiwan will enjoy more rights, basic public services, and other conveniences relating to their study, work, business operation, and life in the mainland.
The new residence permits will enable them to enjoy public services and other conveniences that are basically the same with those of mainland residents such as rights regarding employment, social security, and the housing provident fund as well as benefits of compulsory education, health and medical services, legal assistance, and other legal services.
Moreover, Hong Kong, Macao, and Taiwan residents with mainland residence permits will be allowed to register their vehicles, apply for driver's licenses, and take professional qualification exams. Besides, their shopping and other entertainment activities will also be expedited.
