Guanzhou talent green card is a kind of identity certificate, a guarantee of identity, treatment and welfare. Guangzhou is going all-out to lure more foreign talents as to achieve its goal of becoming a national innovation central city and an international hub city. In June, 2016, Guangzhou started the Green Card program for talents, helping non-local talents to gain local resident treatment. In order to become a national innovation central city and an international technological innovation hub, Guangzhou is also trying to attract more talents from home and abroad to Guangzhou.
Benefits of Talent's Green Card
All of the green card holders can enjoy the equivalent treatment with a Guangzhou citizen, including:
1. Applying for residence permit with a validity 2 to 5 years, or multiple-journey R-visa valid for no more than 180 days;
2. Applying for business license directly;
3. Financial services such as opening bank account, applying for the purchase and payment of foreign exchange, etc;
4. Purchasing one house/apartment for personal use;
5. Applying for driving license;
6. Car purchase;
7. Children can apply for public kindergarten and have access to free compulsory education;
8. Applying for professional title.
Who can apply?
Foreign talents who meet one of the following requirements can also apply for a Green Card.
1. Those who are certificated as high-level, high-skilled talents by the city’s authority;
2. High-level overseas talents with experience of studying, working and starting up business abroad are qualified;
3. Experts who have worked for over 10 years in their professions and hold a high title or above;
4. Talented people who have both master and doctor degree of of Project 211 or Project 985 in China; Talented people who have a master degree or above of top 300 universities in the world;
5. Senior technicians that Guangzhou is in urgent need of;
6. Those who are acknowledged as talents with special skills by the city’s authority and their specialty must be geared to the city’s development needs.
Relevant documents required
(1) Graduate and degree certificate;
(2) Valid passport (note: foreign applicants who have already entered China must submit your arrival record);
(3) Employment contract (valid for at least 6 months from the day you submit your application for a Green Card);
(4) Proof of residence in Guangzhou: Property Ownership Certificate or tenancy agreement (valid for more than 6 months).
