Chengdu government attaches great importance on the improvement of government service procedures and provides a one stop administrative services to the foreigners who is willing to invest in Chengdu;
Chengdu Administrative Services
Chengdu Municipal People's Government is taking the lead to propose a standardized service-oriented government approach and has been making continuous efforts to improve the efficiency and service quality of government agencies through optimizing the administrative services. In recent years, Chengdu Municipal People' Government has conducted process reengineering and optimization of the administrative examination and approval items published for 6 times; the rate of decrease in administrative examination and approval items reached 91%, while the rate of decrease in non-administrative examination and approval items reached 81%.
Thus, Chengdu is one of the Chinese cities of such kind with the least administrative examination and approval items reserved. The government also employed innovative administrative service models such as one-stop online administrative service center and mobile administrative service center. Meanwhile, VIP service rooms for key projects and VIP service windows for investment and start-ups have been established to provide free agent services for investment and start-ups for enterprises and individuals throughout the process. 99.6% of the cases are assessed and approved in the administrative service center and the 100% of the cases are handled on-site and timely.
Chengdu Protection of Intellectual Property Rights
Chengdu Municipal People's Government attaches great importance to IPR protection, and has established IPR management mechanisms, policies and law systems in conformity with international rules. Patent Protection and Promotion Regulations of Chengdu City has been issued; the first specific IPR court in Western China has been established; and the only "Patent Examination Cooperation Center of the Patent Office, SIPO in Western China has been put into operation. Intellectual property value idea of"Respecting Knowledge, Advocating Innovation, Being Honest and Lawful" has been basically formed in the whole society, and citizens have higher awareness about intellectual property.
Therefore, Chengdu is awarded as one of the first batch of "National IPR Model Cities", "National Model Cities for Copyright Protection"and"Model Cities for Implementing National Trademark Strategy". In 2014, there were 64,975 patent applications in Chengdu, among which, there were 22,096 invention patent applications, with a year-on-year growth of 9.4% and 27.5% respectively.
