A free-trade zone (FTZ) can be defined as labor-intensive manufacturing centers that involve the import of raw materials or components and the export of factory products, but this is a dated definition as more and more free zones focus on service industries such as software, back-office operations, research, and financial services.
China (Shanghai) Pilot Free Trade Zone
Located in the Pudong New Area of Shanghai, the FTZ is China’s first free trade zone. After being approved by the State Council in August 2013, the FTZ was officially launched on 29th September 2013.
Replacing the traditional “low-cost land policy” of traditional industrial parks, Shanghai FTZ focus on implementing pilot policies for exploring new systems of governance alongside an opportunity to modernize existing administrative mechanisms.
Currently, Shanghai FTZ comprises four zones supervised by China Customs:
Waigaoqiao Free Trade Zone;
Waigaoqiao Bonded Logistics Park;
Yangshan Free Trade Port Area;
Pudong Airport Free Trade Zone.
China (Tianjin) Pilot Free Trade Zone
China (Tianjin) Pilot Free Trade Zone was offically approved by the State Council on April 20, 2015, with a total area of 119.9km², consisting of three areas: Tianjin Port Dongjiang Area, Tianjin Airport Area and Binhai CBD Area.
a. The Tianjin Port Dongjiang Area prioritizes in developing modern service industries.
b. The Tianjin Airport Area prioritizes in developing high-end manufacturing industries.
c. The Binhai CBD Area prioritizes in developing modern service industries focusing on financial innovation.
China (Fujian) Pilot Free Trade Zone
China (Fujian) Pilot Free Trade Zone was offically approved by the State Council on April 20, 2015, with a total area of 118.04 sq km, consisting of three areas: Pingtan Area, Xiamen Area and Fuzhou Area.
a. The Pingtan Area focus on building cross-Strait common homeland and international resort island.
b. The Xiamen Area focus on building the demonstration zone for cooperation in cross-Strait newly developed industries and modern service sector.
c. The Fuzhou Area focus on construction of an advanced manufacturing base.
China (Guangdong) Pilot Free Trade Zone
China (Guangdong) Pilot Free Trade Zone (hereafter referred to as GDFTZ) was formally approved by the State Council and established on 31 December, 2014, which consists of three areas: Nansha Area of Guangzhou, Qianhai & Shekou Area of Shenzhen and Hengqin Area of Zhuhai.
Depend on Hong Kong and Macao, serve the mainland and face the world, GDFTZ is to become an demonstrarive area for deep collaboration between Guangdong, Hong Kong and Macao, a crucial hub of 21st century’s maritime silk road and pilot area for next round of economic reforms nationwide.
