The Chinese government has set up 3,058 administrative service halls by April 2017, covering 94.3 percent of regions at or above county level, according to a report on the national inspection of the administrative service system.

The inspection was conducted by the State Council from February to August in 2017.

In 2016, the administrative service halls settled 602 million cases, meaning each hall settled 784 cases per day.

Online administrative services are being developed. Unified online service platforms that cover provincial, municipal and county level have been set up in Zhejiang, Guangdong, Guizhou and Jiangsu provinces.

Business registration reform is being implemented in service halls. Many halls have integrated services for business registration, tax and quality supervision, which effectively facilitated enterprises’ business. Data show that the average time for business registration has been reduced by 79.8 percent.

Service halls are trying to streamline administrative services in order to cut down on paperwork. According to the inspection, 173,000 service items have been streamlined, cutting 34,409 items of paperwork in the top five issues that people deal with, and 73.4 percent of halls have provided reservation services.

The report offered suggestions for administrative service halls to form regulations, different halls to share service resources, and online and offline services to be integrated. (Source: State Council website)
