Henan to Become High Ground for Industrial Relocation

Tannet has read from HKTDC recently that the provincial government of Henan gave the green light to the issuance of the 2017 Action Plan for Undertaking the Relocation of Manufacturing Industries on 25 March. Under this Plan, manufacturing industries worth RMB240 billion will be relocated to the province from outside in 2017, representing a year-on-year increase of over 7%. The province aims to become the country’s high ground for the relocation of manufacturing industries, a demonstration zone for technological imports and co-operation, as well as an important base for international co-operation on production capacity and equipment manufacturing.

The Plan clearly states that Henan will focus on the five leading industries of equipment manufacturing, food processing, new materials, electronics and automobiles in serving as a destination for relocation of industrial chains and clusters and expediting the fostering of competitive industrial clusters this year. Industrial relocation will generate opportunities for the nurturing of new industries and the transformation and upgrading of traditional industries. Henan will concentrate on attracting projects, technologies, capital and talents in the fields of intelligent manufacturing equipment, biomedicine, new energy equipment and next-generation information technology and strive to build 100-billion-yuan-class industrial clusters with core competitiveness.

For Zhengzhou and Luoyang, efforts will be made to accelerate the relocation of advanced manufacturing industries and modern services conducive to their development as transport hubs. Positive efforts will be made to attract leading enterprises in advanced technologies such as internet-of-things, cloud computing and big data to Henan’s national big data comprehensive pilot zone, and data centres will be persuaded to make the shift to Henan in a bid to speed up its development of internet economy.
